The objective of the external institutional evaluation of “Dimitrie Cantemir” Christian University of Bucharest was to evaluate the quality of the educational process, of the scientific research, of the academic performance of the University and of its institutional, administrative and management structures.
The visit for the external institutional evaluation of “Dimitrie Cantemir” Christian University of Bucharest took place on June 30 – July 02, 2010 and it aimed at the certification (re-accreditation) of the university as higher education and research institution integrated in the European Area.
The main goal was to evaluate to what extent “Dimitrie Cantemir” Christian University of Bucharest meets the public interest and complies with the mandatory legal provisions and requirements on quality assurance of teaching-learning and research processes, according to academic benchmarks, and to analyse the manner in which “Dimitrie Cantemir” Christian University of Bucharest exercise its legal right to award study diplomas and certificates.
The external institutional evaluation process was undertaken according to the methodology, the standards and the quality indicators set by A.R.A.C.I.S. and it focused on the quality of the education and training processes, namely on the quality of study programmes and scientific research, on the functioning of academic management structures, on the institutional, technical, administrative and economic procedures and mechanisms. The evaluation process aimed at highlighting the main academic, scientific, professional, management, social, cultural, artistic, sports and image achievements at national, European and international levels within “Dimitrie Cantemir” Christian University of Bucharest.
The overall objectives of the institutional review, in compliance with the ARACIS methodology, were as follows:
- To contribute, together with other mechanisms, to promoting and ensuring high quality teaching, learning, research and institutional processes within “Dimitrie Cantemir” Christian University of Bucharest;
- To evaluate to what extent students, graduates, employers and any other national and international bodies have wide and fast access to clear, reliable and explicit information on the study programmes, diplomas and qualifications provided by “Dimitrie Cantemir” Christian University of Bucharest and on its compliance with the national academic standards and quality principles;
- To suggest initiation of activities aiming at improving the quality of the study programmes provided by “Dimitrie Cantemir” Christian University of Bucharest, in case of failure to comply with certain criteria;
- To apply specific external evaluation mechanisms to guarantee the quality of the education and research processes, transparency of management and public accountability of “Dimitrie Cantemir” Christian University of Bucharest.
From the accredited Bachelor programmes, the following were selected: Law / Faculty of Law and Administrative Sciences of Bucharest; Finance and Banking / Faculty of Finance, Banking and Accounting of Bucharest; History / Faculty of History of Bucharest; Business Administration / Faculty of Tourism and Commercial Management of Timişoara, as well as Economy of Commerce, Tourism and Services / Faculty of Economic Sciences of Cluj-Napoca.
For each Bachelor field selected the Commission also verified the capacity to administer Master’s study programmes, namely 11 Master’s programmes in the fields of Law, Finance, History, Accounting and Business Administration.
The process of external evaluation of “Dimitrie Cantemir” Christian University of Bucharest was performed by a team of experts including a foreign expert, two representatives of the institutional Commission, two representatives of the advisory Commission and two representatives of the national student organisations.
In order to achieve the above mentioned objectives, the external evaluation commission which performed the visit to “Dimitrie Cantemir” Christian University of Bucharest focused on the following main fields of activity:
- The functioning of quality assurance and enhancement mechanisms and procedures and the outcomes of their implementation at the level of the study programmes selected by the commission;
- The use by “Dimitrie Cantemir” Christian University of external references included in the quality assurance methodology;
- The implementation of the Quality Assurance Methodology by “Dimitrie Cantemir” Christian University;
- The development and use of own procedures, mechanisms and strategies to enhance the quality of the education and research processes, and of institutional, administrative and management structures within “Dimitrie Cantemir” Christian University.
The institutional review and the programme evaluations indicated compliance with the qualitative and quantitative indicators related to the academic infrastructure, which demonstrates that “Dimitrie Cantemir” Christian University of Bucharest can ensure adequate conditions for the teaching-learning-assessment processes. Mention should be made that the members of the evaluation team correlated the statements related to the academic infrastructure from the self-assessment reports with the effective data provided by the Economic Directorate, and verified the related supporting documents. The factual verification certified the accuracy and reliability of information included in the self-assessment reports.
At the same time, the evaluation commission appreciated the openness and transparency showed by the management of the University, of faculties and departments, as well as by all persons involved in the evaluation process, who did their best to answer promptly all requests for additional information. This indicated awareness of the issues specific to university management and the competence of numerous members of the academic community in quality assurance and evaluation matters. This reflects constant institutional concern for the development of an authentic quality culture in “Dimitrie Cantemir” Christian University of Bucharest.
Another reason for appreciation was the positive impact of employers on the University life, as well as the constant contacts the University maintains with its graduates in order to identify the most adequate and modern means to improve the quality of study programmes or to design new study programmes, aiming first and foremost at increasing the efficiency of practical activities.
FINAL FINDINGS
The evaluation commission appraised “Dimitrie Cantemir” Christian University of Bucharest as a private higher education institution with exceptional results which distinguish this university from the other public and private higher education institutions.
The University prestige was acquired both due to the educational and didactic goals and to the outcomes of the multi-disciplinary scientific research activity, with national recognition and international visibility.
During the institutional review process, “Dimitrie Cantemir” Christian University of Bucharest provided full access to materials, documents and information, as well as additional data on the teaching and research processes, as well as on other activities that are specific to a higher education institution, through its didactic, research and administrative structures in Bucharest and in the country.
According to the data provided by the University and verified by the external evaluation commission, we appreciate that “Dimitrie Cantemir” Christian University of Bucharest has an adequate organisation style and good institutional and management capacity to provide permanent quality assurance and enhancement of the study programmes and to support efficiently the training, education and qualification processes according to national and European/international graduation standards, representative for a true national educational system present in the traditional university centres across the country.
APPRAISAL
Based on the conclusions of the institutional review and of the external evaluation of the study programmes, “Dimitrie Cantemir” Christian University of Bucharest was granted “high level of trust” against the quality standards and indicators, due to the actions and measures taken to improve the education, training, and research processes, as well as the institutional capacity, and to the manner the university uses its legal right to award qualifications and diplomas in its fields of competence.
